Why quarantine measures are not effective in transportation and shops. EchoKyiv, Viktor Medvid

In March, the quarantine was introduced due to fear and disorganization, so the authorities' decisions were not rational. All this led to an economic downturn and the failure to implement many restrictive measures. This was stated by Viktor Medvid, Director of William Invest Expert invest, during the press briefing on "Transportation restrictions and fines: what should Ukrainians prepare for after the quarantine is tightened?", reports Echo of Kyiv, June 24.

For example, Medved, quoting Prime Minister Shmyhal as saying that "a return to full quarantine could lead to catastrophic consequences and economic destruction," noted that from the very beginning, quarantine measures in the country were taken unevenly and irrationally.

At the same time, the speaker noted that the best scenario for Ukraine today is to extend the adaptive quarantine, which was introduced on May 22. However, changes to the quarantine rules were introduced almost every week.

"Today, the policy pursued by the Cabinet of Ministers is absolutely adequate: explanatory work to make people vigilant. Of course, the right position is that, according to the law on sanitary and epidemiological measures, quarantine is regulated in certain territories based on the comments of medical experts who see the trend of the virus spreading," said Vedmid.

Currently, Viktor notes, the infection trend is worsening, and the fact is that people believe that simplifying quarantine means completely abolishing quarantine measures. Thus, the population stops observing hygiene control, distance, and mask regime. At the same time, as Viktor notes, the fines that have been introduced to "punish" violators (from UAH 17 thousand to UAH 50 thousand) are not an effective measure.

"This measure is rarely used. It would be good to reduce fines in accordance with the income of citizens, but at the same time to use them more often," Viktor emphasizes.

In addition, quarantine measures have not had the expected effect. For example, many institutions and establishments only formally comply with the sanitary regime.

"For example, a supermarket regulates the distance between people - the distance. At the same time, people do not keep the distance in the street in line. In addition, if a supermarket is located in a large building, 100 people can crowd 100 meters away, and no one controls this issue. We see shortcomings in terms of explanatory work," Medved said.

The same applies to transportation, where, according to Viktor Medved, there is a clearly defined number of people per vehicle. However, at the same time, many people gather at the bus stop and violate the distance, which is why such measures will not bring any effect.

Viktor also mentioned the deplorable state of the economy. According to forecasts, today there is a decline in GDP from 7% to 11% due to the quarantine. At the same time, Viktor notes that a big problem has arisen in the Cabinet of Ministers, which balances between emotional and political speeches, ignoring rationality. According to Medved, the Prime Minister and the Chief Medical Officer also have this problem.

"To give you an idea, 7% is the entire budget of the Ministry of Health multiplied by two, and if we are talking about 11%, it is multiplied by three and a half times. There are losses in all countries, the key factor here is the balancing of the Cabinet of Ministers and the Parliament between economic and medical requirements and needs," Viktor Medvid said.
