Why do the roads built as part of the Big Construction project quickly fail?

It is said that many Ukrainian roads were built under the old GOST legislation, which did not provide for mandatory inspection of the road base, so the top asphalt layer has deteriorated. But this is absolutely untrue, because even under the old GOST, every road must be examined before construction begins, so if the foundation is bad, no one should put on the top layer of asphalt.
