"More than a million meters of new housing are put into operation every year. And we have a new law on condominiums, which creates opportunities for competition and allows us to choose service providers. On paper, everything seems to be beautiful and you can choose the company with the lowest tariffs. But in fact, it's a switch," said Viktor Medvid, director of William invest expert consulting company.

"Developers are leaving, leaving companies that force you to pay any tariffs, regardless of the tariffs regulated by the NERC. There are 40 UAH/m for maintenance services."

The expert notes that people are overpaying and are actually deprived of the opportunity to pay even at the high tariffs approved by the NERC. Residents of apartments are subjected to the switch method, disconnecting them from the power supply.

"There are cases where people are not only individually cut off from electricity, but elevators are shut off in 35-story buildings. People are forced to pay any amount that the operating company charges, testing the physical strength of mothers with children to get to the 30th floor. And people are forced to pay 100 UAH per square meter."

"If earlier such an unlimited situation concerned new buildings, then against the background of the new law, which forces everyone to switch to an external manager or condominium, a situation may arise where one cannot even rely on the NERC tariff system. There are many examples of unfair practices."

"There is another category of people - several tens of thousands - who suffer from the developer's failure to fulfill its obligations and whose housing has not been completed; we have more than 180 construction sites in Kyiv. The situation is the same: people are forced to cover all the requirements, their tariff includes everything, up to the marketing costs of the developer's business activities."

"It is very difficult to prove your case through the courts and law enforcement agencies. People have to choose between going to court and sitting in the dark, or paying a double tariff. The KCSA is abstracting from this issue at the moment."

"This exacerbates conflicts between people. Housing offices and operating companies are being changed by force, and houses are being seized. The whole sector of new housing is not regulated in the legal field."

"Given the scale of condominium creation, we can expect a similarly large civil war today, when people are trying to figure out who will maintain their homes. Naturally, the operating company, which is supported by developers, and these are almost all millionaire companies, have the financial means to maintain their place on the site by force and corruption, which forces residents to pay inflated tariffs."
