Corruption. This concept is firmly entrenched in the lives of Ukrainians. Rarely a visit to a hospital, school or court is complete without a payment, either voluntary or forced. According to the SBU, civil servants and state employees are the most corrupt, followed by police officers, prosecutors, and tax officials. The top three active bribe-takers are the military, the Ministry of Emergency Situations and prison officials. Customs officers and judges are in fourth place, but they are the leaders in terms of the size of bribes, taking much more than, for example, doctors and teachers. Mykola Ivanovych did not give bribes to officials, and he did not receive documents for the construction.
The word "corruption" is borrowed from Latin and literally means corruption. Last year, Ukraine ranked 152nd in the global ranking of corrupt countries, between Azerbaijan and Uganda.
This is how the SBU caught a judge of the Zaliznychnyi District Court in Lviv on bribery.
And these are the pens of a customs officer in Kharkiv. The amounts are different, but the currency of corruption is the same - dollars. This year alone, the SBU has opened more than seven hundred criminal cases.
Maryna Ostapenko, SBU spokeswoman:
- All branches of government are affected, from supermarkets to ministries. The state-owned imports, customs control, education, healthcare, and worst of all, the police and judiciary.
He was very fond of public service because he headed the State Employment Center. Volodymyr Halytskyi always said that he lived only on his salary, worked hard and did not take bribes. But the surveillance cameras installed by the secret service in the official's office showed a completely different life of Halytskyi, with secret accounting and huge amounts of extortion.
The operatives found another three kilograms of gold, a million dollars, 300 thousand pounds and two million hryvnias in Volodymyr Halytskyi's home and bank boxes.

- Corruption can be fought in the same way as in other countries, such as Georgia. First of all, it is lustration of officials and the authorities of those officials who have been found to be involved in corrupt practices.
Viktor shows us a shopping center in a provincial town in Kirovohrad Oblast that he once bought but never managed to own.

- The head of the DEA explained to me that the previous owner paid a bribe for this facility. Since I bought the facility, I inherited the bribe, the price of which was initially one thousand dollars a month, and later it was determined to be 25 thousand dollars so that I could work.
Viktor refused to pay. And then he started having problems. First, at work.
Then, at home, they searched the apartment and opened a criminal case against the entrepreneur.

The young man miraculously survived, but lost his business. He won all the courts. However, the corrupt officials were not punished.
Arseniy Yatsenyuk, chairman of the united opposition Batkivshchyna:
- Talking about corruption does nothing. An effective mechanism is the creation of an anti-corruption bureau as the only body that will fight corruption; the prosecutor's office cannot fight corruption now.
No matter how much Ukraine has tried to fight corruption, it has not yet been able to break its back.
According to the SBU, all corrupt officials refuse the money that operatives find in their possession and even try to get rid of it - some throw the wads out of the window, some drown them in the toilet, and some try to eat them. But all these people are now included in the electronic database of bribe-taking officials.

- The law on public information was passed, which put all the work of officials under a magnifying glass, and the second is the unprecedented number of criminal cases that are being opened on the grounds of corruption.
For 3 years, Stella Rogova has been pounding the doorsteps of the Mykolaiv Interior Ministry and Prosecutor's Office. Her daughter, 15-year-old Dasha, along with her friend on a scooter, was run over to death by a major.

- The case was sold, the experts were changed, the scheme of the accident was changed, 4 years passed, and no one showed me the case at all.
The driver of the car that hit the children turned from a suspect to a witness.

- At the moment, I have paid 80 thousand dollars for the deaths of two children, and I am not afraid - I have nothing to lose.
The case was rewritten, prosecutors and investigators changed. Stella even told law enforcement officers the names of people in uniform who had paid money for the freedom of the businessman who had run over the girls.
Petro Symonenko, leader of the Communist Party:
- The removal of an oligarch from power is a strong blow to corruption and a serious support for small and medium-sized businesses - they will not go to give bribes.
Stella buried her only child in her wedding dress.

- If a mortal like us, a tractor driver, was driving, he would be sitting down. He has money.
On a marble slab, she carved a photo of her daughter, where the girl resembles Stella herself like two peas in a pod. She says this image of her daughter will never be erased from her memory.
