According to him, next year's budget of the capital of Ukraine will not be globally different from the previous ones, which - except for the 2018 budget, when the state helped - are not aimed at economic development. The money is spent on social financing in general.

"All cash flows almost always flow to the center, the capital. And even if the city is not actively engaged in its own development, its macroeconomic indicators will still grow. Many companies are registered in Kyiv, have their representative offices here, pay taxes to Kyiv, even though they operate in other regions," the analyst explained.

He believes that the Kyiv City State Administration (KCSA) is doing almost nothing to stimulate economic activity - to create more jobs and outpace the development of the local economy. "Over the past five years, I have not seen a single major project (in Kyiv - Ed.) that provides for free economic zones - and here we need to cooperate with the Cabinet of Ministers - and a lot of jobs for specific projects," the expert sees.

In his opinion, such projects could be IT clusters built by private businesses. With the participation of local authorities, there could be many more. The municipality does not want to bear the costs of preparing investment projects. Kyiv does not show any acceleration in the growth rate of income tax and single social contribution from individuals' salaries.
