After winning the national economic competition, he was elected by the student council as the head of the student union and temporarily served as the head of the teachers' union. In 2002, he founded and headed the NGO ATOM 21 (Association of Youth Labor Associations of the 21st Century). The organization's goal is to help young people start their own businesses or find ways to earn extra income while studying. At that time, ATOM 21 was the largest youth organization in the Kirovohrad region and successfully solved all the necessary tasks for its members. In 2003, Viktor Medvid headed the Union of Entrepreneurs of Oleksandriya and helped to zone the newspaper for entrepreneurs "Svoboda Square". In 2003, he founded the educational and entertainment center for young people "Colosseum". In addition to traditional popular computer games, the center created a center for computer literacy and training in 1-C accounting. In 2004, V. Medved was one of the founders of the Caesar Research and Production Enterprise, which developed new types of food. From 2009 to 2017, he coordinated the human rights activities of 20 journalists in all districts of Kirovohrad region and published the newspaper "Vzaimodopomoha".

Conducted legal consultations (more than 100 collective meetings) to protect the rights of citizens from violations by officials. The total number of readers of the newspaper exceeded 300,000, with a maximum one-time circulation of 100,000 copies.

In 2009 (until 2017), he founded Pravdorub, the first online human rights publication in Kirovohrad Oblast, which published information for residents of Kirovohrad Oblast, with a monthly audience of 200,000 readers. In 2014, at the suggestion of the residents of Kirovohrad region, he ran for the Verkhovna Rada of Ukraine. He received 6 percent of the vote. In 2015, he received 18 percent in the elections to the Kirovohrad Regional Council. From 2009 to 2017, he brought 7 teams of journalistic investigators from central TV channels to Kirovohrad region to cover corruption offenses published on central TV channels (Inter, 1+1, Ukraine, etc.). From 2014 to 2016, he implemented the pilot project "Lustration of Kirovohrad Region" (before the adoption of the dubious lustration law). As a result, more than 200,000 readers in the Kirovohrad region read it, 26,000 participants registered, and 600 civil servants were vetted, some of whom were dismissed.

Political activity
In 2014, he participated in the 30-day campaign for the early parliamentary elections, which resulted in 6.06% percent of voter support. In 2014, he was appointed to the highest party position by the Volia party congress and was given the authority to head the Central Control and Audit Commission. In the same year, due to the change in party priorities of the Party Council, he decided to resign after a successful parliamentary campaign. In 2015, he took part in a 30-day election campaign for the regional council of Kirovohrad region as a non-partisan candidate, but his candidacy was supported by the regional organization of the Yulia Tymoshenko Bloc. He received 18% of support in the Oleksandriya constituency, which was the highest rate of support in the Oleksandriya region. As a result, he received a letter of gratitude from Yulia Tymoshenko.

Legislative activities
Regionally oriented draft laws. The economy of Kirovohrad region is built mainly on agricultural production, machine building, and the use of mineral resources. The biggest need for local residents is to increase the number of jobs and raise wages. To realize this goal, the following steps should be taken: 1. The concept of the Law of Ukraine "On Stimulation of Agro-processors". To stimulate agricultural producers, to carry out deep processing of agricultural raw materials in the Kirovohrad region. To do this, it is necessary to adopt amendments to the Tax Code regarding the payment of VAT by agricultural processors to their own special account for the purpose of purchasing processing equipment. This will encourage farmers to reorient their investments from extensive expansion of agricultural land processing to intensive development through deep processing of raw materials and production of high value-added products. Ukraine already has positive experience in implementing a similar law aimed at encouraging farmers to purchase modern agricultural machinery. The effect of the law within 5 years is to create more than 15,000 well-paid jobs in Kirovograd region and about 300,000 jobs in Ukraine.

Concept of the Law of Ukraine "On Stimulation of Machine Building": To stimulate international companies and local machine-building companies to establish joint modern machine-building enterprises in Ukraine, based on the transfer of modern technologies and capital investments to Ukrainian industrial enterprises. The main criterion for support will be the factor of import substitution - the production of machine-building products (e.g., grain harvesting equipment) that are in demand in Ukraine for domestic analogues. The production of domestic analogues of equipment and machinery made by world leaders in Ukraine will be stimulated by tax legislation. This is necessary for this group of enterprises that will produce products according to a certain classification: import substitution - the introduction of a replacement of income tax with a tax on withdrawn capital; VAT should be allowed to be paid to a special account with the possibility of tax-free reinvestment of funds for the purchase of modern machine-building equipment and infrastructure. The effect of the law over 5 years will create more than 20,000 well-paid jobs in Kirovograd and about 400,000 jobs in Ukraine. 3. Concept of the Law of Ukraine "On Support of Strategic Enterprises" Implementation of the law will allow to revive strategic enterprises, namely to analyze the reasons for the unprofitability of strategic enterprises, to prepare them for attracting potential strategic investors. The effect of the law within 5 years will be more than 10,000 well-paid jobs in Kirovohrad region and about 200,000 jobs in Ukraine. For example, the city of Dolynska, the state-owned GOKOR plant. Public activities

Together with a team of 22 journalists and 5 human rights activists, he published the human rights newspaper "Vzaimodopomoha" (editor) from 2009 to 2016 (more than 100 issues, total circulation of more than 1000,000 copies) in 20 districts of Kirovohrad region.

He headed the Prisma think tank, which developed electronic mechanisms for public control over the activities of government officials and legislative initiatives (draft laws) to implement public control mechanisms at the state level. Some of these mechanisms have already been tested in practice: - Lustration 2.0, a mechanism for rating the performance of civil servants, was successfully tested in 2014-16 in Kirovohrad region. - The People's Personnel Reserve - a mechanism for presenting one's own abilities and projects for participation in public administration - was successfully tested in 2014-16 in Kirovohrad region. - "Pravdorub" - a mechanism for informing people from remote district centers about the problems of people at the regional and national levels - was successfully tested in 2009-16 in Kirovohrad region. He organized roundtables and seminars to discuss and lobby for legislative initiatives and projects with the participation of MPs, representatives of ministries, etc. (the most famous was the "School of Road Construction for Ukravtodor" based at the Interfax news agency). 2. publishes the analytical magazine "Prism" (editor) - advises investigative journalism programs on finding corruption and corrupt components in the decisions of public officials, TV programs: Stopkor, Money on 1+1 TV channel and others. The most famous investigations are the abuses in road construction during the implementation of the infrastructure construction program for Euro 2012 (covered by Inter TV channel in the final annual issue of the News program). - He regularly participates in public events - press conferences, round tables, live broadcasts on television and radio: "Voice of Ukraine", "Svoboda" radio, "Crimea Realities", Crimean television "ATR", radio "Voice of the Capital", "TSN" on "1+1", "Podrobnosti" on "Inter", "Ukraine" TV channel in the program "Utrychko" and many others. - It trains journalists and human rights defenders on the use of journalistic and legal tools to influence local and state authorities. For example, Stopkor (50 journalists and human rights defenders) and the National Union of Journalists (NUJU).

He is the head of the Human Rights Movement "Mutual Aid", whose task is to protect citizens from systemic violations by state (local) officials. By analyzing corrupt decisions of officials, searching for legal instruments to eliminate corruption and corruption-generating decisions, he publishes methods of protecting citizens' rights in the media (for example, the instruction on protecting the rights of an activist protester - journalistic investigations at Euromaidan 2014 (100 thousand copies)). Together with a team of highly qualified lawyers, he files lawsuits and overturns decisions of the authorities. Including the transfer of municipal property to private educational and cultural institutions. He is best known for his lawsuit to protect the Gostiny Dvor architectural monument. Decisions on unreasonable tariff increases are canceled (the most large-scale one: cancellation of water price increases from 2009-2013 in Oleksandriya).
