For photo and video recording of traffic violations, the capital is installing equipment that does not allow the driver's face to be recognized. Therefore, every driver will be able to challenge the fine in court.
Viktor Medvid, coordinator of the Mutual Aid movement, told this in a commentary to GolosUA.
According to him, there is a lot of equipment for recording traffic violations in Kyiv, but it is not enough. In addition, it is necessary to install video cameras that would record the driver's face, otherwise there will be no positive effect from the innovation.
"If the driver's face is not captured, there is no way to prove that it was him or her who was driving. Cameras should be able to capture not only a photo of the license plate, but also a photo of a person in motion to recognize him or her," Medved said.
He said that the processing of the violation recorded by the technology, and therefore the punishment for it, is also a big question.
"The number of traffic violations will decrease if the system works automatically and efficiently. But there are precedents when cameras have recorded traffic violations, but this information is not processed. There are thousands of such cases. Therefore, it is important that there is not only recording, but also automatic generation of a document on traffic violations and sending it out to notify drivers," the expert said.
As a reminder, the authorities expect photo recording of traffic violations to start in the fall.
